<P>　　有记者问《中国全民教育国家报告》中提到，2007年在农村的家庭经济困难的学生中实现“两免一补”政策，2010年我国的农村地区实现免费义务教育，2015年全国普遍实行免费义务教育。可否理解为我国义务教育的三步骤战略。</P>

<P>　　韩进表示，中国政府现在确实正在考虑在广大的农村地区实行免费义务教育的政策。在正在制定的“十一五”规划中提出的目标是到2010年农村地区实行免费的义务教育，但实际上从现在开始，我国已经在逐步地推行了，“两免一补”的政策现在惠及到农村的学生数是3600万。为了在“十一五”期间实现这到2010年农村地区实行免费的义务教育的目标，中央政府会投入更多的财力。</P>
<P>　　免费的义务教育指的是免杂费，是进一步由中央政府来支付这部分资金，使得广大农村的儿童能受到更好的教育，使广大农村家庭能享受更多的实惠。来源：人民网<BR></P>
